Kaan was a member of the Greater German People's Party (GDVP) and was a lawyer by profession after studying law at the University of Graz. He was also a councilor in Graz from 1905 and a member of the Styrian state parliament from 1908. In the first state elections in Styria on 11. May 1919, the Christian Social Party won most of the seats and Kaan was taken over by Anton Rintelen on May 27th. May replaced as governor. [2] Kaan came from a Jewish family (Kohn) who had converted around 1800 and had been a member of the Arminia Graz fraternity since 1884. His nephew Richard Kaan was President of the Styrian State Parliament for the ÖVP between 1965 and 1969.

Kaan was a nephew of the Styrian governor Wilhelm Kaan; like his uncle, Richard Kaan was also a lawyer in Graz. He belonged to the national liberal camp and represented the Styrian People's Party from 1949 until his death in the Styrian state parliament. From 1964 he was second president of the state parliament, from 7. In April 1965 he was the first president of the state parliament. He was killed in a car accident near Bruck an der Mur in 1969, on the same route on which ÖVP chairman Karl Schleinzer had a fatal accident in 1975.
